The Bureau of Labor Statistics (BLS) labels people who are unemployed and no longer looking for work as “not in the labor force,”and that includes people who have retired on schedule, taken early retirement, or simply given up looking for work.
Probably also includes those who have run out of unemployment benefits as well. It's not to say that they have "given up looking for work". It's a bit hard to find a job when jobs are disappearing don't you think???

That's the 'downward spiral' of recessionary times. The cycle goes like this : Recession starts due to a variety of factors --> unemployment rises --> gradually people in general have less disposable income --> less money is being 'injected' into the economy --> businesses start having lower revenue --> businesses lay off more people and combine jobs (one person does two jobs) --> there's even LESS money being injected into the economy --> further job cuts.
