As far as I can tell, Minnesota will be the first non-coastal state (excepting Vermont I suppose) to legalize same-sex marriage by legislation. Certainly MN is the most isolated state to do so.

It needs 60 votes to pass the House, and proponents are confident they'll have them, though there has been a last minute push by the Chicago Catholic Archdiocese and other anti-gay factions to derail it. They have until the end of May to get it through in this session. It's looking good.

If the Supreme Kourt had deklared ssm a konstitutional right, you wouldn't need a majority of legislators or voters to permit ssm state-by-state. You predikt that will happen, but as of today, anyone who doesn't want the 'right' of ssm put to a vote is in favor of the status quo.

My guess is Colorado or Oregon. Chances are any referendums will be held in conjunction with 2014 mid-term elections depending upon who controls the state houses at the time. But then again, the impending decisions coming from the SCOTUS could possibly make those constitutional bans all but moot.
