Whoever solves it will have to prove it. Literally, with a mathematical proof. That's how he'll know.

Quite a few - first all people involved must be union members, secondly - an Environmental Impact Report must be filed and a study done to ensure that changing the light bulb won't kill some endangered bug, and last there must be middle level bureaucrats who sign off on the project and waste tax payers money until what could have been done by one person in 30 seconds for pennies takes at least 15 people 8 months to do for $20,000.

And liberals claim that they are "rational".
