Why aren't we cracking down very very hard on any company employing a non-resident or even a temporary resident for a job that could be done by an American citizen, and would be if it were paying a living wage? Why aren't we incentivizing whistle-blowing regarding cases where non-residents are employed?

Yes, you are. Any cuts to entitlements and cuts to federal spending enough to have a negative effect on the economy is austerity.
I suppose if you look at it that way. The other alternative is not do anything and then just cut all benefits when the money runs out. Which we could also do, it's not like there is any guarantee of SS.

While I don't necessarily agree with the poster you were replying to, there is nothing about "a transaction", specifically, that makes it any less sensible to tax. Investors simply wouldn't want transactions taxed.
