So, one day before a major holiday with the President out of the country, we find out that "it has been decided" that the implementation of the employer mandate (to provide health care to employees) has been postponed for another year.

Can Obama break his own law?

This part of the law was supposed to take effect in January of 2014.

Discuss.

DHS has broad authority to implement the ACA as it sees appropriate.

Whats the point of a "law" if the specifics of what it requires can be changed at any time by govt agencies with "broad authority" as they "see appropriate"?

I assume they wrote such a loophole into the original law in expectation of needing to do some such thing. In which case they're fine.

Well, let's say that the ACA has written into it provisions whereby "delegated regulatory authority" can change dates of implementation and such when they please (i.e. to limit damage in 2014 elections).

That makes me even more upset that "we had to pass the bill to find out what's in it" - Nancy Pelosi, March 2010.
