According to the article, the Army made this decision. I'm pretty sure the Army doesn't run to Obama for every decision it makes ... if any.
Then, unless I'm reading it wrong, when the administration found out about it, it joined a lawsuit against the Halliburton subsidiary.

So, uh, what's the big outrage for? It's exactly the opposite of what the OP claims. Is it just a slow day in Obama Hater World? He hasn't beat up any orphans or anything lately?
