i see both sides to the argument, but one who makes 7.25 an hour will be heavily subsidized by the government. food stamps, section 8, free health care etc. 12.50 can eliminate some of that.
i can see walmart's reasoning too. 12.50 means they cant make money, which means they dont hire people.

Not only can WalMart make money paying employees $12.50/hr., the employees will have more money in their pocket to spend at WalMart.

And rather then they seek better paying employment, the USG sees fit to subsidize their lifestyle.
Earn $1 over poverty level and you lose ALL benefits.
I lived in DC for some time. Its the most ass backwards city in America... the local government that is... When I was there 20 years ago the government was in disarray and was a Billion dollars in debt. Its unfortunate for the good hard working city gov employees but there was so much corruption it over shadowed it. Home rule was one of the worst thing to happen to that city
In a high COL area like D.C. $12 isn't going to get you anywhere. It can be a decent wage in low COL areas though. Walmart jobs (except management) are entry level for college kids or seniors to supplement their incomes.
What people don't seem to understand is that America cannot compete globally. Additionally, there are many countries competing for light sweet crude oil that our economy severely depends upon. There is also the threat of the commodities that American companies do have the rights to, being traded in a currency other than American dollars.
Now people want to raise minimum wage. When you defy the law of economics, there are consequences. The consequences will be more unemployment, lower wages, less full time jobs, and more public unrest.
Why do people shop at Walmart in the first place? Lower prices. Most people don't want to travel to Walmart unless there is one in their current location. Chances are, there is a grocery store that's closer, which eliminates much of the need for Walmart.
Additionally, if you raise the minimum wage, other grocery stores will have to raise prices. If a person has to spend more money on food, that's an opportunity cost that's lost. It permits the opportunity for them to waste their money on some other want, which in turn, puts pressure on somebody else, because they can no longer sell their products.
What is a "living wage"? One that can afford a certain amount of goods and services?
As wages go up, so will the cost of the goods and services that those workers produce. Soon, the living wage won't be a living wage anymore.
