Plus the 'war on terror' will never end. Never. Impossible. The govt needs to keep it alive anyway. It's an industry. Billions are passed from wallet to wallet to fight it, to surveille it, and yes, to prop it up. They have to keep it alive. The govt needs them, and really don't want to win the war, they just need enough scary bogeymen out there to sustain this never ending circle-jerk. The 'war on terror' is a cow that they will milk indefinitely. She just keeps on giving.
Better double up funding for DHS, TSA and NSA and the other alphabet agencies.

This is the problem. People walk away scratching their head trying to figure out what he was saying or what he meant. This is indicative of what a poor communicator he is. How many times did he have to clarify something that he said because it wasn't clear and was left open for interpretation. Or when he has made excuses for what he said - it's always the people who heard what he said that got it wrong.

Exactly! It has created new bureaucracies and new industries geared to militarize and turn the US into a police state where the citizens are the enemy and need to be spied on and constantly suspected.
The industries then bribe the politicians though lobbying and campaign contributions to spend more and more tax money on their products and services.
It is a vicious cycle which will continue until we repeal the Patriot Act, and stand together to force government to respect our rights and our privacy.
And Obama is doing all he can with his foreign policy to get those odds down to zero chance of staying safe from terrorists.
