*shrug*

Perhaps some sort of action taken out of fear of litigation if someones gun injures somebody on the premises.

Might also be that they have a couple problem tenants and can't kick them out directly or risk litigation so they hope something like this will drive them out.

Could be lots of potential reasons for the action.
