The Dept of Justice has gone to court in an effort to block a school voucher program that is the baby of LA gov Bobby Jindal. The assertion is that the voucher program may lead to violation of decades-old court ordered desegregation of LA schools. If you click the 2nd link, you'll see a photo of Jindal, and perhaps note the irony of the federal DOJ effectively saying that he is trying to push for racial segregation.
Under the program, students whose public schools are rated 'C,' 'D,' or 'F' are eligible to get a voucher so that they can attend a private school. Participating schools are prohibited from discrimination on the basis of race. According to the Fund piece, a

He declared his support for vouchers. He even made a vague reference to the 'new slavemasters' who wanted to stop him. Meeks was a guy who couldn't take it any more, turned on the teachers' union, and sided with the parents and kids. Pres. The DOJ cites in its complaint a 'black school' that lost 5 white students to the voucher program, and a 'white school' that lost 6 black students.
So the DOJ would prefer to force the students to stay in failing schools, in order to maintain a marginal increase in diversity, rather than allowing them to go to a school where they can actually be educated.
It makes little sense, unless seen as a political payoff to the teachers' unions, who of course donate 95% to Democratic candidates.
It's not about letting Americans better themselves that's for sure.
Public school is a government monopoly.
There is no other competition with free government public education.
Charter/voucher is the only alternative.
If you have no competition then you can do whatever you want and are not held accountable.
OECD standings has the US at #17 overall, #32 in Math and #23 in Science (2009).
PISA 2012 results won't come out until 12/2013.
But each PISA report (3 years) has us sinking lower and lower.
Holder wants the Blacks back in public school because of desegregation laws.
It's about keeping schools integrated with the right mix of skin colors.
It's NOT about the kids and their parent's choice of education.
That doesn't make sense, schools are already segregated. Chicago is 30% white, 30% black, and 30% Hispanic, but only 7% of the public school students are white and most of those kids are in the magnet schools. New Orleans is the same way. If you look at the school demographics you only see diversity in the charter schools, the regular public schools are almost 100% African American.
Wow. That actually seems like an excellent plan. Wish my state had that when I was enrolled in a crappy school in a tier 3 county (depressed areas).
