Nobody, including a victim, has a right to speak for any other victim. Unfortunately, those who had an experience that was merely unpleasant or embarrassing but not permanently harmful, keep it to themselves, while the others go and yell their heads off about it, which creates a bit of a false impression. Intelligent folks like Dawkins understand this, although they rarely get any thanks for pointing it out.
