If he wants to have a kid later in life, he has to fill out an application and undergo a background check that looks at his criminal history, tax returns and determines that he is fit to be a father. Then he can be approved to get his vasectomy reversed.

I know of a better law. Actually, it would be a constitutional amendment.
The first amendment would be altered to state, in its entirety, "Congress shall make no law."
All else that exists beyond the new period added after "law" would be deleted.
That would at least prevent many more idiotic laws from being placed on the books.

More realistically, birth control and abortions should be free. It will save us a lot of money in the long run.
