The Portland Saturday Market is a farmers + food + craft market. The vendors have to fill out applications for a booth there. So of course they have rules against others trying to sell goods within the market. The article stated that the girl could sell the goods right outside of the market. In fact, there's an "unofficial" market just down the road for that sort of thing.
Some Farmer's Markets have a children's vendor area. That's something for the Sat. Market to consider.
