That there are already laws on the books regarding that businesses must notify people about issues like this, in 46 states...
However, Holder likely wants businesses to SHUT THE **** UP, and do so or risk going to jail, if they speak out when the gov't/nsa/dhs getting bulk records /data on clients WITHOUT WARRANTS.
Don't you see the hypocrisy?
The gov't can data breach anyone whenever they want, in whatever means they want, and Holder will NEVER prosecute them. However, Holder wants to be able to prosecute businesses that were victims themselves of data breaches, for not following a likely 1000 page new bill / law from the feds to the exact letter, letting the clients know they were data breached.
In the gov't case, the data breachers are the criminals, and they work for the gov't that is corrupt.
Holder thinks this is OK since he thinks he and his cronies are above the law.
In the business case, the business is NOT the data breachers. Some hackers are the data breachers/criminals. And instead of punishing the criminals, Holder wants to punish the business for not following a 1000 page law/manual to the exact 'T.
