Medicare has done the same thing for year except the cost has been in the billions every year. Seniors have been bribed with health club memberships, dental care, optical, hearing care, etc. under Medicare Advantage. One person getting $1200 versus billions of extra medicare expenses..but the ACA is bad...very bad.
