At this point im seeing local failures, not something that failed from above.
Shinseki is a Leftist hero - he was very vocal against Bush. It's going to be difficult for Obama to 'fire' him.
He was definitely a "political appointee" and a popular one on the Left at that. None of it is a matter of being "all seeing" or even of knowing everything that is going on - on the other hand, none of this was a secret. Obama AND Shinseki were both aware of the problems at the VA - the reality is that none of them are willing to step forward (same was true of their predecessors) and tackle the Career people in the VA. The House CongressCritters want to give them the power to do that - Shinseki doesn't want tat power because then he might actually have to do something to stop the problems.

The "local failures" are "local" all over the system - that means they are systemic and not "isolated incidents". They know what they have to do - Fire these people, put them in Jail for their corruption - BUT none of them want to fight that battle with the Federal Unions and the Careerist that actually run the Federal Government.

The VA has had problems for decades. It is sickening the way conservatives are exploiting the deaths of veterans just to score points against Obama. Where were they when the Walter Reed scandals broke under Bush? Probably making excuses for him! They couldn't care about veterans.

Exploiting is when someone promised to fix it on the campaign trail in 2007 and 2012 to get elected and then claims to learn about it in the news.

First, we get this in 2007:
Conditions at VA will be corrected

And then, in 2012:
Obama To VFW: Vets And Military Families Are A Top Priority

Then in 2014:
Déjà vu Obama found out about it in the news
Obama learned about VA In the News
