Yes, the buck does stop with the president. It stops with the president who started and lost the war. That president was George W. Bush. Blaming Obama for Iraq's loss is like blaming a firefighter for not containing a fire started by an arson.

Vietnam did not destabilize any entire region of the world by disrupting a centuries old balance of power and replacing it with thin air. So as a foreign policy blunder you may be right, but as a national tragedy, Vietnam wins. We lost many, many more men and women in Vietnam and got nothing in return. We did pay for that war though, so the legacy was not a financial burden on generations unborn like Iraq will be. One of the truly bad things left over from Vietnam is that we did not learn a lesson about the futility of interference in other countries affairs. I think had Bush served in combat instead of getting drunk with his buddies in the reserves, he might have stayed out of Iraq. As a Viet vet I was simply incredulous and sickened when all that saber rattling and lying that lead up the the Iraq invasion was taking place.
