Actually, the war on poverty worked. It was crushed by Republicans because it was working.
Some what true the liberals have made so many enslaved to the government they can only vote democratic to keep the free stuff flowing. Problem with that is we will so delay run out of free stuff

According to Afro.com this represents a 6 year low which is good news for the economy as Black Americans are the proverbial canary in the mine. When blacks and Latinos start doing okay, the economy will be doing great.
All men aren't born into the same economic situation.
Compare black poverty rates with white poverty rates and get back to me. I believe whites have a 300+ year head start at wealth creation in this country.

Most government spending goes to white Americans. No group and I mean it is not even close has gotten more or continues to get more money from the US federal government than white Americans. This fact explains a lot of things about American society.
In fact, the normal relationship of the federal, state, and local government to black Americans for the vast majority of this nation's history has been taking from black people, failing to protect the rights of black people, stealing from black people, discriminating against black people, to expressly benefit white people, and failing to spend money on black people in the kinds of ways it continues to do for white Americans.
To answer your question about quotas, quotas as an employment goal of private businesses doesn't exist.
The department of Justice nor do Attorney Generals in the states bring forth cases against private employers about racial quotas.
And in government contracts quotas are rarely used and extremely low.
In terms of the law, American society has never seriously attempted to stop the systematic racial discrimination against black Americans in the labor market, as illustrated by those sad stats.
The way the US government could stop racist employment discrimination is if the Department of a Justice was actively trying to catch employers for racial discrimination in employment, which it does not even though it is a very clear problem.
Black high school drop outs are twice as likely to be unemployed as white high school dropouts.
And black college grads are twice as likely to be unemployed as white college grads. You don't get that consistent disparity across educational groups by accident.
