All the more reason to switch from grass to crushed rock...

Happens in Texas too when we get our bad droughts.

That perfect lawn must stay green else the "condo commandos" of the HOA will come down hard.
And of course they disallow drought tolerant native grasses because they don't look as nice.

I would think that state law supercedes local or HOA ordinance and would thus present an affirmative defense, no?

Either way you will get fined by one entity or another and will have to get a lawyer and go to court.

One would think that mandatory watering and keeping your grass green would get exempted when drought restrictions go into effect.

We've been on severe restrictions where only hand held watering was allowed on alternate days.
Not being in an HOA what I did was water my foundation and my fence posts.
The grass went dormant and brown. Didn't die because I had native Bermuda.

Others..were setting off their sprinklers in the middle of the night to keep their lawns green.

It's not exclusive to California. These HOA v govt spats are a dime a dozen across the nation. Regulation and private ownership is a maddening mixture. You get what you pay and vote for.
