This is the bigger, more important question. Why is Barack Obama giving away our missle secrets?

Further, the House GOP defense authorization bill of 2014 authorized the government to seek shared funding from NATO states. I understand your concern, but I think its a bit too late at this point to address the issue of funding. They certainly don't teach economics, when you're poor (the US) you don't go around bailing other countries out, economically or militarily.
