FICA is a tax that everyone on the payrolls pays. Sales taxes is a tax everyone who buys something pays. Saying 47% of people paying no income tax ignores the other taxes that people pay.

He wasn't talking about retired people who paid all of their working lives into the system. Any reasonable person knew who he was talking about and it wasn't them.

The 47% INCLUDES, as has been noted many, many, many times, retired people, disabled people, and many others who have no tax liability.
If he didn't mean to include EVERYONE that made up the 47%, he should have said so.
