It's certainly borderline, but probably no. No physical violation, no triggering of those of the body's systems that fire up to let the brain know that death is imminent. No!! Water boarding has been used to train special force guys, if these guys can tolerate it just fine, then the detainees can take it. You said it yourself, "It is very effective, people will say anything to get out of it."

And they don't have permanent injury and they stay alive. I don't believe they will say anything at all if they are treated like a VIP guest in the five star hotel.

Histroically, torture is very effective to get people to say anything. Anything at all, actually. People confess the craziest sh.t to make it stop.
