Not too many martyrs around here willing to target innocent people, behead or crucify children. So think of terrorism, not as with a zero tolerance threshold, but degrees of intensity. Considering the middle east has been practicing terrorism long before the USA existed, these stone age troglodites are have gotten very good at it and even embrace cruelty and hatred to the point terrorism comes naturally.

So bombing the hell out of Vietnamese people who never did a damn thing to us or touched a single hair on an American head is a "good strike" when you're killing hundreds of thousands of innocent civilians?
