Another 92,447,000 people did not participate in the labor force. These Americans did not have a job and were not actively trying to find one.

What are some of the largest segments of the 92,447,000? The retired, disabled and students.

Looking at the link, they are in fact counted, and interestingly enough prior to 36 years ago it looks like this is the highest rate compared to the 72-36 years ago range.
