This is beyond believable, employers will get $3,000.00 per employee IF THEY ARE ILLEGAL ALIENS.

You cannot blame a business for taking advantage of a loophole.
The primary function of any business is to make a profit for the people that have spent time, money and a great deal of effort creating them. To do that you need to remain competitive,when the competitor across the street takes advantage of loophole like this you have no choice but to follow suit because your product will no longer be competitive.
I have resisted for 25 years from hiring illegals in my line of work in the construction trades.
Looks like it is time for the old saying to come into play.
If you can't beat them, join them.
