The Washington Post says the issue of White House involvement has not yet been answered:

No, this can't be true, the Republicans say it is all the fault of Obama and the White House and I expect all information for this to back up that claim.
It's sad that this all boils down to some whether or not Obama could be directly tied to the corruption. The I.R.S. did a lot of damage to the country, Obama or not and that should **** everyone off.
