ST. PAUL, Minn. (AP) — A Martin Luther King Jr. Day march in St. Paul is causing some tense moments between police and protesters as well as disrupting light-rail and interstate traffic.
Hundreds of protesters tried Monday to march onto Interstate 94 in St. Paul but were diverted to side streets by a heavy contingent of Minnesota State Patrol officers. Interstate traffic was held back for a short time. Earlier, the march temporarily halted light-rail trains on a Minneapolis-to-St. Paul route.

The Black Lives Matter contingent was making its way toward the state Capitol. The marchers are using the rally to press a point about policing tactics they say have gone overboard and led to the deaths of young men in Minnesota and elsewhere.
Similar marches are scheduled in Chicago, New York City, and Los Angeles.
In the release, the group posted an "initial and evolving list" of demands, including:
1. Adopt statewide legislation to end racial profiling by law enforcement.
2. Require all Minnesota law enforcement officers to take implicit bias and cultural competency training.
3. Establish an independent community review board for police departments, with full disciplinary powers.
4. Increase the number of officers that live in the communities they serve and immediately repeal the 1990 "Stanek Residency Freedom Bill."
5. De-militarize local law enforcement in Minnesota and across the country.
6. Limit the use of deadly force by law enforcement.
7. Repeal local ordinances that criminalize petty conduct such as "lurking, loitering and spitting on sidewalks," which are used to racially profile, cite, and harass people of color.
8. Quarterly reporting: *Track and report to the public lawsuits, settlements, and complaints related to excessive force by police. Track and report to the public racial demographics of low level arrests.
9. Statewide adoption of body cameras. Develop policies with input from the public to address when cameras are turned on and off, data storage, and effective protocols for review of data to ensure accountability.
10. Bloomington City Attorney Sandra Johnson and the Mall of America must drop the outrageous charges and requests for restitution for "lost revenue" and "police overtime" being threatened against "organizers" of our peaceful gathering at the Mall of America

What followed was a game of cat-and-mouse, with protesters threatening to go down the ramps and shut down I-94. Eastbound lanes were in fact blocked for a time, with MnDOT traffic cameras showing 5 cars stopped in the middle of the freeway, preventing traffic from moving. Each had a large white posterboard in the rear view window with a number on it, making It appear that the cars were part of a coordinated effort, perhaps organized by protesters, to cause a major disruption.
KARE 11's Boyd Huppert reports that just before 2:30 p.m. a number of demonstrators staged a 'die-in' by laying down on the pavement and blocking the Hamline Avenue bridge where it crosses I-94.
Earlier dozens held a silent protest, including a die-in, at the state sanctioned Martin Luther King, Jr. Day Celebration.
The organizers stood in silent protest as the planned speeches continued from Sen. Amy Klobuchar and Sen. Al Franken. During Franken's speech, several protesters laid down on the floor to stage a die-in, holding signs referencing "White Silence."
a press release, the organizers said they "demand the leadership of the state take immediate action to institute meaningful, systemic policy solutions to address the worst racial disparities in the country."
The release also calls out Gov. Mark Dayton for his silence on "racial inequities that continue to tear communities of color apart."
The group is also planning a march in St. Paul to honor Martin Luther King, Jr.'s legacy and demand changes to police practices.
The four-mile Black Lives Matter Minneapolis march is scheduled for 1 p.m. Monday near Hamline University. More than 2,000 people have said they'll attend, according to the group's Facebook page.
The march comes less than a week after St. Paul police shot and killed a young black man who they say drove his car at officers. Black Lives Matter wants an independent community board with disciplinary power to review police actions. They also want bias and cultural competency training for Minnesota officers.
Similar marches are scheduled in Chicago, New York City, Los Angeles and other Metro areas.
