wealthy people don't pay taxes???? really????? ......last time I check if you made money outside the U.S. by interest or work you only have to pay taxes if you bring it back to the U.S.

Sure, as long as we can "force" anyone we consider to not be contributing their fair share. Whether it be money or just being a social drag on the economy. I doubt you would take that bet.
