Not sure how this is "bypassing the president", if the invitation came from a co-equal branch of government, and, apparently, the administration was informed before accepting the invitation.
Because the branchs arent really completely co-equal. The president doesn't have an equal say on a budget (the presidential budget is fiction, and unused). Maybe you should study the term "separation of powers".
And being informed at the last minute that "hey I am going to go behind you and try and influence this with a speech to your congress" doesn't make it better. Its cheap theatre that will damage our relationship.
Uhmmm no....the core issue is that Isreal's leadership is getting involved in our internal politics, and trying to undermine our leadership. Can you imagine the outrage if Obama returned the favor?
