2009
US House of Reps: 257-178 D
US Senate: 60-40 D
Governors: 29-21 D
State Legislatures: 27-14 D

2015
US House of Reps: 247-188 R
US Senate: 54-46 R
Governors: 32-18 R
State Legislatures: 31-11 R

If I didn't know any better I'd say it's the Democrats whose numbers are at near-extinction levels.

Since you're showing evidence that it can swing in any direction between just a 6 year period, I'd say neither

GOP does well locally, but POTUS is the big test. Plus with 24 GOP Senators up in 2016, this is likely just a 2 year deviation from a several decades long era of Democratic Senate control.

POTUS races , though, are the Super Bowl. Super Bowls have just one winner. Not many think about the SB losers much.

The GOP has more elected officials than at any time since 1928...the reports of my death have been greatly exaggerated...GOP.

If you look closer at the number you will see only 39 million Americans voted for Republicans. Out of those 39 million many were over 65. Republicans took 57% of the over 65 vote. Republicans have become the old Democrat party dependent on Medicare, SS and an assortment of government entitlements. So much for entitlement reform...the average Republican is knee deep in entitlements.

Medicare and SS aren't entitlements aka welfare. Our seniors have paid into those funds all their working lives. With age comes wisdom. No wonder 57% of those over 65 voted Republican.
