My guess is that he didn't know any details- he just knew that Mitt was crooked and couldn't prove him wrong.
It was a well-executed bluff. One that Mitt couldn't call without doing even more damage to himself.

Maybe so. There are some very illegal activities that Harry and his family may have been engaging in, so maybe he's trying to halt legal prosecutions by retiring. Think it will work out that way for him?
