No criminal charges for the same reason federal agencies cheat the targeted people from aid by not effectively shepherding taxmoney and fighting inefficiencies.

In the land of lawyers loose interpretations of the law are built in to allow creative behavior. Often it cannot be determined for years if someone broke a law.
