Every single military base in the USA has a huge civil service workforce and are big users of local services. Of course the military personnel stationed there have kids, spouses, etc, that all participate in the local communities, purchase from local retailers, and so forth.
New Jersey has quite a few military bases, also, yet New Jersey still contributes more than it receives:

The fact that he's still a free man isn't for lack of trying on his part. He can't seem to stay out of handcuffs. Odd that a Hispanic guy (albeit one with a totally German name!) is painting Confederate flags. Maybe he's not clear on what they symbolize?

However, this nonsense of Red States/Blue States receiving more or less than they pay, is all nonsense. The information comes from a study done in 2005 or so. This was long before the real estate/mortgage crisis. Places that had a huge run up in real estate prices paid a lot more taxes based on that before it all came crashing down.
Those same places have received massive amounts of taxpayer assistance in terms of covering bank losses.
