It would be nice to see what occurred prior to the opening scene where the cops has her on the ground, seems like part of the story is missing.

I guess one glaring hole, is why did she need to even get out of the car? If she was pulled over for only not wearing a seatbelt then it's a ticketed offense and then we all move on. At some point this turned excessively and wantonly violent. Over not wearing a seatbelt and presumably over the police officer being reported in an earlier incident.
