Yes they can. Unfortunately most of the Muslim world is becoming even more conservative thanks to the proliferation of religion (the conservative parties are in power in muslim countries).

I remember many many court cases along those lines. "Because of the way she was dressed, clearly she was asking for it." Judges and defense attorneys tried to use that to justify rape. The silence and lack of outrage here is absolutely deafening.
