ISIS basically started in Syria, mainly desert eastern Syria, as an attempt by foreign funded fighters to overthrow the Syrian government. When that proved to be a tough nut they pivoted and charged into unprepared western Iraq. Why was Iraq unprepared? Having made initial surprise gains they can't expand further and are being chipped away at by Iraqi, Syrian, US, EU, Russian, Jordanian and other middle eastern forces. They will lose ground here but will remain a guerrilla/underground terrorist force and also pop up elsewhere.
The analysts believe that the fight against ISIS is not going as well as their bosses have tried to portray. A large number of those analysts have also lodged a similar complaint with the Defense Department’s inspector general, which is investigating the matter.

They took what was a more or less rag tag group and turned into the international $hit show you see now. #2 on the list of gigantic blunders involving the Iraq war.

That's part of the story and why Al Qaeda was successful in Iraq early on. ISIS has it roots in Al Qaeda which was fairly well decimated in Iraq after the surge leaving a few that would form ISIS. The areas they control now in Iraq are the same places so many Americans gave their lives.
The second part of the story is a combination of US troop withdrawal and the US leaving the Iraqi government to do as they please. The Shiite dominated government without signals from Washington started cracking down on the Sunni minority leaders. This allowed ISIS to recruit disenfranchised Sunni's.
In this same time frame you have the uprising against Assad. Ripe for the picking they moved into Syria and basically hijacked the revolution fighting both moderate Muslims who were revolting and Assad forces.
