Considering ISIS consider the entire world, including most of Islam, to be their enemies, saying they will attack the US is stating the blindingly obvious. Of course they will attack us as we are their "Great Satan" and the likeliest country to initiate the global Armageddon they so strongly believe will happen if they get obnoxious enough.
It is the JOB of our "Security (insecurity) Agencies" to stop these plots before they do any damage. This creates the need for these agencies to take preemptive strikes against presumptive terrorists before the actually commit the violence. Out legal system is based on punishing the crime after it is committed not before it is done although we do consider planning an assault to be a crime.
So if the head of the Spooks is concerned he should be doing his job a lot more effectively. The rest of us should be aware of our vulnerability and be ready to stop a terrorist attack as it starts.
I hold both the terrorist that shot up the bar in Orlando as well as the bar's owner responsible for the attack. The terrorist for committing the atrocity and the owner for not providing sufficient armed security to stop the attack. Disarming people in a place where drunk behavior is expected is a good idea but doing so places the responsibility for protecting these people from attack from the outside by hiring private armed guards of part time municipal police officers. The Orlando attack should never have been possible.

And that is going to be the typical mode of ISIS attack--providing "soft contact" encouragement and information through social media to lone wolves already within the borders.
ISIS is going after the Dylan Roofs, the Harrises and Klebolds who also happen to be Muslims.
