Funny you mention this as it was the central topic of a policy group I belong to. When the Soviets were at the height of their power and somewhat on par with the US, there was a stabilizing effect that occurred. There was certain a level of geo-political balanced that was achieved and most of the regional conflicts during this time (save Vietnam) seemed more easily contained.

I guess the world would be a boring place with the absents of a boogyman.
