Did Syria give permission for the US to establish a base there?
Did the US tell Syria and Russia the location of this base in a timely manner? If so, is it possible this was not communicated to the chain of command for the pilots on where to target?
After the first bombings, maybe there was a communication issue? Like when the US bombed the hospital in Afghanistan? Or when the US bombed the Chinese embassy in Serbia?
What do you expect Obama and Congress to do about it? What do you expect the military to do?
That's exactly why this story is complete bull**** - it was not an American base. It's a Syrian rebel group, trying to overthrow a lawfully elected government, and American and British forces sometimes use the base as a staging area in their efforts to help overthrow that lawfully elected government.
Did the Russians know we had troops there? Probably. But it was not an American base, it was a base established by a rebel group that the Russians are fighting as part of their effort to support the legal government of Syria. From their point of view, we had no business being there, and if we got our hair mussed because we were sticking our noses in the middle of a civil war, that's our problem.
But you won't hear it reported that way, because it doesn't fit the narrative.

Not to mention, the OP acts as if what we see in public is all there is to know about US/Russia communication. Even - or especially - during the height of the Cold War, that back-channel talk was active.

Yep. Historically, over the last century or so regime change has been the Number One tool in American foreign policy. Either supporting regimes that are in line with our interests (whether democratically elected or not) or helping overthrow regimes that are not friendly to us (again, whether democratically elected or not), this is what America does for a living. Now we're doing it again in Syria, and this time Russia decided that they have some interests they want to protect too - but their interests are not the same as ours. So, we're in conflict with them. C'est la guerre.
