I hope you're all aware that this cannot be true. After all, I just googled "priest beheaded France," and (after three pages) found no accounts by CBS, NBC, ABC, CNN, MSNBC, AP, etc. So this cannot be a valid news story.
I'm sure it'll be the lead-in on tonight's news.

One of the attackers was being electronically monitored after being jailed for attempting to head off to fight in Syria. The terms of his bail allowed him to be unsupervised between 8:30 AM and 12:30 PM. The attack started at 9 AM.
Epic fail by the French authorities. Either someone is dangerous enough to be monitored 24/7, or don't bother monitoring them at all. A person can get into all sorts of trouble in 4 hours.
By giving your enemy less restrictions it only encourages them.
