The thing is this. The Mall Cop likely is from the same background as many of the people he is dealing with. He knows that its mostly bluff and Bravado....but if you are not from the culture.....you might not know that and think those guys are going to kill you....and you get so scared you just shoot.

And if you get scared and result to killing people because you're of a different demographic background then the police for or any force for that matter just isn't the job for you.
