When I was in school (long ago), Harry Truman was considered the worst president ever. Now, many (not all of course) rank him very high.

Carter is a great man. Not necessarily a great president. Not a lot of folks I would put in that place. What he has done after his presidency is inspiring. No president after his terms has shown the self sacrifice that Carter did.
