The British started turning their police into a sub-unit of the military.
95% of police in Great Britain patrol unarmed, yes we have specialist units like every other country on earth but we are certainly not turning our police in to a sub-unit of the military.
I think this needs to be looked at in perspective, as the police in Great Britain and more especially London have a long history of having access to firearms and today far fewer officers are trained in the use of firearms than in previous decades when training was far less rigorous and guns could be signed out of police station armouries as required.
In the 1960's around 17% of London's Police, nearly one in five was trained to use a firearm and could sign one out of the police armoury, today the figure is less than 10% and that's with the current increase to 2,800 Firearms Officers. The increase to 2,800 taking London back to the levels of armed police in 2012 when London hosted the Olympics, after which through short sightedness there were cuts to armed police numbers.

Actually, this issue has been debated for over a hundred years. In fact the Metropolitan Police back in 1884, after the murders of two constables, were given permission from the Commissioner of the day, to carry revolvers during uniformed night time patrols. These were called 'Comforters' and each Officer would make up their own mind if they wished to carry them. I have known a few folks from both sides of the iron curtain (remember that thing?) and all of them said that illegal firearms were available to anyone that wanted to look. The favorites appeared to be WW2 German and Russian guns. These folks parents and grandparents were not so stupid to leave perfectly functional guns to rust or be destroyed by a "concerned" or tyrannical government.
IMHO - Much of the problems in Europe are the result of a massive influx of people that do not have the same culture as the native Europeans. Unless Europe is willing to become another Muslim culture they will have to either educate the refugees (?) of just send them back to the Hell they were running from. As this is unlikely due to the need for industrial warm bodies deportation is unlikely. Reeducation is also very difficult.
I have to question how effective legally rearming the European population would be. Learning that the police are not responsible for defending the individual is nearly impossible for American to accept. As that is almost entirely foreign to Europeans they would likely be shocked if their government actually said they could not protect individual citizens. Shocked or not arming individuals is a rational alternative to being moving targets for the terrorists. Controlling immigration, as in stopping all but the highly educated, is necessary unless the native Europeans want to loose their secular culture and be subject to the Mullah's Sharia tyranny.
