The internships for Congressman Keith Ellison of Minnesota are being advertised on his website as follows:
"While Congressman Ellison encourages all individuals to apply, applicants with strong ties to the Fifth District or Minnesota are preferred. People of color, LGBTQ individuals, women, and people with disabilities are strongly encouraged to apply."
I don't think any of that stuff should matter in a job interview. You should hire whomever you feel will do the best job or will be the best fit for the job. That might mean a gay, Mexican, Muslim named Tyrone or a white, protestant, boy names Cletus.
Do I think this is discriminatory? Not necessarily. Stupid, sure, but I think it's more just reassurance and virtue signaling that they will hire minorities. Maybe I'm wrong; maybe they don't hire white people.
4th sentence makes clear the internships are unpaid positions.
Guys in my IT field started also with unpaid or 10$/h internship. After few months of work they got 25$/h and up in the same company, or in other IT companies. After 4-5 years some of them are making 6 figures.

The person in a politician so they might have just thrown that blurb in there to appear "inclusive".
I personally find those types of addendums to be offensive regardless of whom they are singling out.
I mean seriously, if it said "whites are encouraged to apply" or "Asian women are encouraged to apply" it will help people see these are rather weird things to tack on.

Ironically, unpaid internships should be viewed as discriminatory since a lot of kids don't have the money to be able to work unpaid....and that would be more prevalent in lower income higher % minority groups.
