1) Trump Wins in a very close election.
2) Reports of Russian hackers involvement stirs controversy
3) Government claims to have evidence of Russian hackers
4) Electoral College pressured by Homeland Security, FBI, CIA, NSA, etc.
5) Electoral College electors are influenced by the news,
enough choose to put Hillary Clinton in office, claiming that
the evidence of Russian hacking makes the popular vote unreliable.
It would not be enough for the "Government," i.e., the Executive Branch to "claim" that they have evidence. To set an election aside, there'd be lawsuits, a ruling from the Supreme Court, and a Congressional inquiry.

Sounds like a Clinton get out of Jail card to me.
But, Trump would remain as president and all those agencies would carry out their duties and support the President Elect!
