Like I've said in previous times, political affiliation has nothing to do with it. Seattle is a Democratic city, and it has a low murder rate. And it's far less of a police state than NYC is.

Chicago is not the best example to use. There are better examples, like Baltimore, St. Louis, New Orleans, Memphis, Birmingham.
