They don't have to. It's not uncommon for those to take place after the hearings for sake of time.

It's my understanding that Mitch McConnell sent a letter to Harry Reid about 8 years requesting that all background checks, disclosures, etc be done before hearings. Only fair if he follows his own idea.

Oh, right. Like no one ever heard of this "Jeff Sessions" feller. Gotta be sure to get his background checked and find out where he came from and who his friends are and all that.
