I thought the House was responsible for all disbursements, hence Obamacare has to do with the House. But the Senate just voted on something re Obamacare. What are the roles between the House and Senate re Obamacare?

If the measure is a revenue raising bill, it is supposed to start in the House - one of Obamacare's original deficiencies.

The House has already voted on the form of bill that provides the vehicle for the repeal of Obamacare, and that bill provided for something like $9 billion in continued spending to support the families that are stuck in Obamacare until they can pass and fund a replacement.

Not sure to what bill or action you reference that the Senate just voted on, but there is the above mentioned House's bill, passed last week, and there are several procedural measures that have to be passed in both chambers before a final act comes out of congress legislating the repeal of the ACA.

This is a multi-step process in both chambers.

Thanks for that answer. I would add that Ted Cruz's famous filibuster attempt was in the senate, not the house.
The whole thing is super complicated.
