In order for the presidential pardon to be revoked, a constitutional amendment would have to be passed. This requires either 2/3 of states legislators to call for a constitutional convention (this has never happened in 27 amendments) or for congress to draft an amendment. Once 2/3 of both the House and Senate approve of the amendment, it's then sent to the governors of each state, who will submit it to their state legislators to vote yay or nay. If 3/4 of all state legislators (this means 38 states must approve the amendment) approve, the amendment is then formally ratified.
The big point to remember here is that actually getting an amendment through is very difficult, particularly if it even slightly smells of partisan bias or is in some way controversial. I sincerely doubt that revoking the presidents power to veto would ever actually happen.
