I am glad that Wyoming residents elect leaders that save money even during a recession, caused by Barack Obama radical energy policies.

I guess the state with just 500,000 people has $1.6 billion dollar rainy day fund

Supposedly, the state has a 6 billion dollar Permanent Mineral Trust fund also for rainy days, like those infliction by the EPA under Obama.

I think he meant the state of Wyoming itself, which seems to be about to begin one, or is already in one.
